Senior Expert – Transport & Logistics

Salim Refas is an international infrastructure expert with 18 years of experience managing major transport and mobility programs across Africa, Asia, and the Middle East. His work covers PPP structuring, CAPEX optimization, and policy design for large-scale infrastructure portfolios.

He previously managed an $8 billion transport portfolio at the Islamic Development Bank and oversaw $5 billion in construction contracts as Acting Chief Construction Officer at Jabal Omar Development Company. His project leadership includes landmark assets such as Riyadh Metro, Jeddah Airport, and Al-Ula Tram.

Trained in engineering, economics, and public policy, Salim has also advised the World Bank and IsDB on trade logistics and port development. Fluent in French, English, and Arabic, he is known for driving innovation and sustainable impact in transport infrastructure.
